Jessica Millspaugh serves as general accountant and auditor of the city and oversees preparation of the annual budget and capital budget for all funds. She ensures that all financial operations are performed in compliance with applicable local, state, and federal laws. She also serves as city recorder for city meetings.
Ms. Millspaugh served as City Clerk for the City of Brownsville for almost four years before accepting the position of Finance Director for the City of Lakeland, in July 2014. As City Clerk, Ms. Millspaugh prepared, analyzed, and executed the annual budget and oversaw all financial operations for the city. She also acted as human resources manager and risk manager.
She is a graduate of Haywood High School and graduated Magna Cum Laude with a BBA in Accounting from the University of Memphis. She is also a Certified Municipal Finance Officer (CMFO), a Certified Municipal Clerk and Recorder (CMC), and a member of the Tennessee Government Finance Officers Association.
Jessica resides in Haywood County with her husband, Jason, daughter, Aubrey, and son, Beckham.
